Post-EU Summit Takeaways – ”Turkey will play a key role” in refugee talks

European leaders were determined to appear united over migration policy when they met in Brussels for a summit on 15th October – that according to Janis A. Emmanouilidis of the European Policy Centre. In this post-summit briefing, he explains the talks centered on Turkey, which is hosting over 2 million refugees and has seen some 350,000 asylum seekers pass through its borders into the EU. Member states gave vague assurances of extra aid, sped-up visa liberalisation and an agreement to “re-energise” talks about Turkey joining the EU, in exchange for Turkey’s cooperation in protecting EU borders. However, EU leaders refused to go into more detail.

Originally, the forthcoming British referendum on an EU exit was supposed to form a key part of the agenda. But with no official list of demands from David Cameron, there was little of substance to discuss.

The European Policy Centre (EPC) is an independent, Brussels-based think tank focusing on European integration. The EPC has a strong multi-constituency approach. Its members include private companies, business federations, trade unions, public institutions and NGOs.

Janis A. Emmanouilidis has worked as the EPC’s Senior Policy Analyst since 1999, and was recently promoted to Director of Studies. His publications cover the EU’s overall political and institutional development, the sovereign debt crisis, EU integration, EU foreign policy as well as EU enlargement. Emmanouilidis also acts as an advisor to various governments, EU institutions, political parties and NGOs.
