Janis A. Emmanouilidis explains why he does not expect any major decisions to be taken on the key topics – digital agenda, growth and jobs, banking union – of week’s summit of the Council of the EU. He further elaborates the impact of the current political situation in Germany on EU decision making and why Italy’s call for more solidarity on migration issues will remain unheard.
